Just because you lied to the clerk at the DMV doesnt mean they allow it. They just dont have the resources to do a thorough background check on every person that comes in with a title transfer, because that is the goverment's job.

Agreed in principle, however the Feds control customs enforcement as part of DHS. It will never happen as states get zero say whatsoever over matters of international commerce.
